Project Summary: **

In May 2014, the United States Agency for International Development (USAID) awarded a five-year contract to Management Systems International (MSI) to provide monitoring, evaluation and survey services support to USAID-sponsored development programs throughout Vietnam (VEMSS). In March 2016, VEMSS will support USAID/Vietnam to conduct an evaluation of “Vietnam Community Links Program Activity”, which is implemented by three non-governmental organizations: the Center for Community Health and Development (COHED- USAID Community HIV Link- Northern Coast), the Center for Community Health Research and Development (CCRD- USAID Community HIV Link- Northern Mountain), and the Centre for Promotion of Quality of Life (Life Centre- USAID Community HIV Link- Southern). The Community Links program evaluation aims to assess the effectiveness and sustainability of community HIV/AIDS services at national and provincial levels, as well conduct a cost-benefit and/or cost effectiveness analysis of the program.

Position Summary:

MSI is seeking an International Health Economist/Economist who will serve as an evaluation team member, and work closely with a local health economist in costing exercises along with Community Links Program Activity evaluation team members. The evaluation will begin in March 2016 in Hanoi and will require four to six weeks of fieldwork, including travel to provinces outside of Hanoi.

Responsibilities:

  • In collaboration with the team leader and other team members, the health economist will:
  • Conduct desk review of existing documents (program descriptions, annual workplans and reports, etc.);
  • Develop the technical protocol for the costing exercise, and data collection tools (proven best practices or sound methods should be used);
  • Prepare the presentation summarizing proposed methods, and present to USAID/Vietnam mission;
  • Develop the field data collection plan, in coordination with the overall evaluation work plan;
  • Conduct and oversee fieldwork process, including data collection and stakeholder meetings and interviews;
  • Perform data analysis;
  • Develop a presentation on key findings, and draft report;
  • Review comment/inputs from USAID staff and related stakeholders, and finalize the cost component report.

Qualifications:

  • Master’s Degree or PhD level, or equivalent qualification, in a relevant discipline (i.e. Economics). Degree in health economics is preferred.
  • Demonstrated 10 years’ experience in conducting cost analysis for development programs- experience in costing of public health programs is preferred.
  • Excellent personal communication and English writing skills.
  • Ability to produce quality work under pressure and to tight deadlines.
  • Experience working in complex environments.
