Objectives

The overall purpose of this assignment is to generate the evidence on KAP among of parents, child caregivers/young adult in Viet Nam onMeasles and Rubella (MR) vaccination, by the conduct of the desk review on their KAP and the rapid needs assessment of communication and training materials.

Specific objectives include:

  • To conduct the systematic desk review and analysis of current (and from the past five years) evidence on situation of MR vaccination, and KAP among of parents, child caregivers/young adult related to Measles and Rubella(MR) vaccination. The desk review is expected to explore local, regional and national data, gender dimensions and variations in geography and ethnicity that may be at play related to MR vaccination. The desk review also needs to identify key socio-cultural and behavior factors that enhance and constrain parents, child caregivers/young adult access to MR vaccination service;
  • To design and conduct structured interviews with parents, child caregivers/young adult in the field to collect additional information on key socio-cultural and behavior factors that enhance and constrain their access to MR vaccination service;
  • To recommend how to fill the data gap and communication interventions to improve and change KAP of parents, child caregivers/young adult related to MR vaccination;
  • To conduct a rapid assessment of the existing IEC and communication training materials (including print, media and electronic materials), and the needs to develop IEC and communication training materials on MR vaccination;
  • To recommend the key messages, and development of comprehensive package of IEC materials, communication training materials on MR vaccination. The package of IEC materials needs to include: key messages, type of materials, target audiences and how to disseminate information.
  • Methodology & Expected Deliverables

  • In order to complete this assignment, it is strongly advised that the consultant should, in close consultation with UNICEF, directly hire an assistant (national consultant/assistant) to assist her/him in completion of this consultancy assignment including collecting relevant data/materials for desk review/assessment, conducting structured interviews.
  • It is expected that a large part of the assignment can be home-based, however, the consultant need to work closely with UNICEF Child Survival and Development (CSD) Section and Communication Section, related UN agencies, e.g. WHO, and conduct field visits to consult and collect data.
  • The consultant will maintain a strong working relation with MOH (National Institute of Hygiene and Epidemiology-NIHE, NEPI, GDPM, National Centre for Health Education–NCHE, and other related departments), related ministries, mass organizations and NGOs (e.g. MOET, Women Union, etc.).
  • Management

    The consultant will be supervised by C4D Specialist, work closely with Maternal and Neonatal Specialist of UNICEF Viet Nam and NEPI staff. The consultant will however have regular meeting with WHO and related departments within Ministry of Health, if necessary: GDPM, NIHE, and NCHE.

    As mentioned above, the Consultant will be solely responsible for the assistant (another national consultant), including support for quality insurance of deliverables. UNICEF will also request to review/assess the qualification of this assistant to ensure the engagement of a suitably qualified and competent assistant. However, it is the whole responsibility of the consultant to hire and supervise the assistant.

    The consultant is also responsible for proper translation between Vietnamese and English.

    Qualifications of Successful Candidate:

    The consultant must meet the below requirements:

  • Master’s Degree or higher in Communication, Social Sciences, Anthropology, Public Health or related fields;
  • At least 10 years of working experience in research related to development issues, and experience in conducting research and studies on Behaviour Change Communication to support social development programme;
  • At least 10 years of working experience in IEC materials Development;
  • Extensive experience, 10 years or more in working with multi-stakeholders: governments, UN/ multilateral/bilateral institutions and local authorities/people;
  • Facilitation skills and ability to manage diversity of views in different cultural contexts;
  • Ability to produce well written reports demonstrating analytical ability and excellent communication skills;
  • Excellent analytical and writing skills in English;
  • Understanding of Vietnamese public administrative and government communication system is an asset.
  • The assistant must meet the below requirements:

  • University’s Degree or higher in Public Health, Social Sciences or related fields;
  • At least 5 years of working experience in immunization;
  • Extensive experience, 5 years or more in working with multi-stakeholders:governments, international organizations, local authorities/people
  • Understanding of Vietnamese public administrative and government communication system is an asset.

  • The consultant must complete and submit a P-11 form ( UN Personal History Form )
