Job organizational context Viet Nam is part of the global UN “Delivering As One” reform initiative, whereby VietNam has agreed to capitalize on the strengths and comparative advantages of the different members of the UN family and look at ways to increase the UN system’s impact. In VietNam, the initiative brings together the expertise, experience and capacities of all UN agencies in the country to provide more coordinated and effective assistance. The six pillars of reform in Viet Nam include One Plan, One Budget, One Leader, One Set of Management Practices, One Voice and the Green One UN House. The UNICEF VietNam office is located within the Green One UN House, where UN Agencies are seated according to function rather than Agency.

Direct supervision by Chief of Child Protection – overall task allocation, guidance, supervision on programme result areas will be provided by the Chief of Child Protection section through meetings and exchanges with the incumbent and through section meetings.

Purpose for the job: Accountable for the planning, implementing, monitoring and evaluation of the child protection system strengthening component of the Child Protection Programme to ensure overall efficiency and effectiveness of the project management, delivery and accomplishment of project goals and objectives.

To qualify as a championfor every child you will have…

The ideal candidate is someone with a strong background in child protection and children’s rights, who has a superior understanding of social work. They must be a self-starter who has demonstrated their ability to operate in a professional manner at a high-level within an inter-governmental or multi-lateral organization (for e.g. UNICEF, UN, ASEAN), as well as with Government(s). The ideal candidate is someone with leadership skills and has demonstrated the ability to work positively and collaboratively within and across teams in a large organization(s). Finally, the candidate must be able to communicate fluently in English, both written and verbal.

Education: Advanced university degree, preferably in social work, social sciences, or other relevant field.

Experience:

  • Five years of professional work experience at national or international levels in child protection.
  • Background/familiarity with Emergency.
  • Specific Technical Knowledge Required:

  • Demonstrated advanced knowledge on child protection systems strengthening and child development
  • Demonstrated advanced knowledge in social work or strengthening social welfare systems, preferably as it relates to children.
  • Demonstrated advanced technical knowledge of theories, principles and methods in the following areas: child protection, child development, strengthening child protection systems, strengthening partner capacity for protecting children against violence, including harmful traditional practices
  • Solid knowledge of use of data and indicators in child protection.
  • Common Technical Knowledge Required (applicable only to those who are or have been staff members of UNICEF or the UN common system):

  • Methodology of programme/project management
  • Programmatic goals, policies and strategies for sectoral programmes
  • Knowledge of global human rights issues, specifically relating to children and women.
  • UNICEF policies and strategy in child protection, including: natural disasters, and recovery.
  • UNICEF financial, supply and administrative rules and regulations.
  • Rights-based and Results-based programming in UNICEF.
  • UNICEF programme policy, procedures and guidelines in the Manual.
  • UNICEF Strategic Plan
  • UN guideline on sexual exploitation and abuse by UN staff and partners.
  • Gender equality and diversity awareness.
  • Language Requirements: Fluency in English and Vietnamese.
